The rule for a two minute penalty is: if a goal is scored the player comes back on the ice to play. But, long ago, the rule was that the player stayed off the full two minutes regardless.
That rule had to be changed because of the Montreal Canadians. They were so good on the power play that they would score two or more goals before the two minutes was up, putting the other team at a huge disadvantage, especially if they took too many penalties.
